Why the third step is missing
After a country you narrow by material or by method, and then the cascade stops. That is not an unfinished feature. We hold real counts for a country combined with a material, and for a country combined with a method, but we hold no count for all three at once. Offering a third column would mean inventing a number, so we do not offer one.
